The modern mandate of the public sector calls for a profound rethinking of operational practices and ways of working. Lean is no longer a niche efficiency tool; it has become a strategic capability essential to the creation of public value. It provides a rigorous and systemic approach to transforming the challenge of “doing more with less” into a sustainable model of effective and citizen-centered governance.
In the construction sector, the challenges are significant. The imperatives of sustainability, climate resilience, and resource efficiency require both public and private stakeholders to reduce waste, rethink processes, and adopt more integrated approaches. It is within this context that the LIPS–MOC 2026 Conference is positioned, aiming to foster dialogue and the sharing of experiences to support Lean transformation in public services and to promote sustainable construction approaches such as modular and off-site construction, Lean for Green, and responsible industrialization.
LIPS–MOC 2026 seeks to showcase the latest research, innovations, and practical applications in the fields of construction and the public sector, drawing on global perspectives with a particular focus on Africa. The conference will serve as an international platform for dialogue bringing together researchers, public decision-makers, Lean practitioners, architects, construction professionals, and key stakeholders, including those involved in modular and off-site construction.
A dedicated workshop will precede the conference, offering a full day of training on Lean philosophy and its importance in the public sector. This privileged moment will provide an opportunity to engage in in-depth discussions with internationally recognized experts on the key levers of transformation needed to build a sustainable future.

The MOC Summit is a globally recognized conference creating an active platform for idea exchange
between leaders and practitioners in modular and offsite construction. The summit brings together
academics, engineers, and industry stakeholders, and offers information sessions and presentations showcasing
leading-edge research and best practices in modular and offsite construction, while addressing the
challenges of industrialized building construction.

The Ibn Battouta Travel Museum
The Ibn Battouta Museum (Espace Mémoire d’Ibn Battouta) is located in the historic Borj En‑Naâm, a fortified tower in the old Kasbah of Tangier. This site was restored and converted into a cultural museum in 2021, as part of a broader project to revitalize Tangier’s medina.
